I went to try and erase the property list items that include the keywords multi touch or trackpad etc and oddly enough none of those files existed I reset the SMC following the non removable battery steps to reset the SMC (I have tried it without the mouse after each step just in case as well) I have checked the settings to make sure it is enabled and I have also checked the accessibility settings to make sure that having another mouse connected doesn't disable it.
